Procurement Specialist - Construction | Hybrid in Washington, DC | Pay: 85k - 110k/yr | 6-month contract Job Description We are seeking a dynamic and experienced Procurement Specialist to lead end-to-end procurement processes for construction, preconstruction, and professional services packages under CM/GC or similar delivery models. This role is pivotal in ensuring the integrity, fairness, and transparency of our procurement activities. Responsibilities Lead end-to-end procurements for construction, preconstruction, and professional services packages. Develop and manage RFQs, RFIs, RFPs, and associated procurement documentation. Administer competitive selection processes, including proposal evaluation, interviews, scoring, and recommendation development. Draft, negotiate, and administer construction contracts, task orders, and amendments. Support early work packages, preconstruction services agreements, and subcontractor procurement strategies. Apply working knowledge of construction sequencing, cost drivers, scheduling, and constructability to procurement decisions. Support GMP development, open-book cost reviews, and subcontractor selection processes. Review cost proposals, fee structures, and preconstruction budgets for commercial alignment and risk. Ensure procurements comply with applicable public procurement regulations, including DOT requirements where applicable. Support compliance with bonding, insurance, safety, and DBE/MBE/WBE participation goals. Identify procurement and commercial risks and recommend mitigation strategies. Coordinate closely with engineering, legal, finance, and project management teams. Serve as a primary commercial interface with contractors, consultants, and vendors. Lead evaluation teams and facilitate selection committees and interviews. Develop and manage procurement schedules, milestones, and evaluation timelines. Track procurement progress and proactively manage risks to schedule and scope. Essential Skills 3-5+ years of procurement experience in the construction industry. Deep understanding of procurement processes for construction delivery models, especially CM/GC or CM-at-Risk. Ability to develop RFQs/RFPs, evaluate proposals, and manage competitive selection processes. Experience drafting, negotiating, and administering construction contracts and task orders. Familiarity with construction sequencing, cost drivers, project scheduling, value engineering, and constructability review. Understanding of GMP development, open-book cost structures, and subcontractor selection procedures under CM/GC. Additional Skills & Qualifications P3 experience is a huge plus. Experience with e-procurement and document management platforms. Department of Transportation (DOT) procurement experience is beneficial. Strong relationship-building skills with contractors, consultants, and internal stakeholders. Excellent communication and negotiation skills. Work Environment This is a hybrid position requiring 3 days onsite, with flexibility in office hours. Contract-to-hire is based on performance, with potential opportunities to transition onto new projects. The role involves working with multiple consultants across various projects. Candidates must not have conflicts of interest with specified organizations. Job Type & Location This is a Contract position based out of Alexandria, VA. Pay and Benefits The pay range for this position is $85000.00 - $110000.00/hr. Eligibility requirements apply to some benefits and may depend on your job classification and length of employment.
