Job Title: Evaluation Team Lead Location: USA, Remote Duration: Contract-based; project timeline to be determined Background: The Scalable Asymmetric Lifecycle Engagement (SCALE) program, funded by the Department of War and led by Purdue University, is a national workforce development consortium designed to address the critical shortage of personnel skilled in microelectronics, a field vital to U.S. national defense and security. SCALE employs a public-private-academic partnership (PPAP) model to align curriculum standards, industry engagement, and government priorities. The program supports a full ecosystem, from K–12 through Ph.D. and continuing education. As of September 2025, SCALE includes 33 participating universities and has served over 1,300 students at undergraduate, graduate, and professional levels, in addition to the more than 35,000 students (K-16) reached with microelectronics-related curriculum.  The Office of the Secretary of Defense (OSD) is procuring an external evaluation that will provide a third-party, unbiased assessment of program outcomes and impacts, complementing SCALE’s internal evaluation efforts. The evaluation will address the SCALE’s program impact on workforce development, educational and professional development outcomes, recruitment and retention, and program effectiveness and replicability.  Position Description: SI is seeking a part-time Team Lead (TL) to lead the SCALE Evaluation. The TL will be responsible for leading the evaluation team, guiding evaluation activities, and ensuring the production and completion of all deliverables. The TL will guide the desk review, support the design of tools for data collection, provide oversight of data collection activities, lead selected qualitative interviews, support data analysis, coordinate technical inputs of team members, and lead the production of the inception report, and draft reports, including the final evaluation report.    Responsibilities: •    Lead the evaluation team according to the SOW, as approved by OSD and Social Impact •    Work closely with the Evaluation Team Members, delegate responsibilities for data collection and analysis •    Lead the design and oversight of a desk review of literature and program documents and identify any gaps in existing data, as needed  •    Lead the development of a detailed evaluation Inception Report, including the evaluation design and data collection instruments, coordinating technical inputs from the team •    Lead the identification of relevant secondary datasets, establishment of data sharing/use agreements, and merging and analysis of datasets •    Lead remote qualitative interviews with selected key informants  •    Provide oversight and leadership and ensure quality of data analysis  •    Lead the development and finalization of project deliverables, including: the inception report, desk review, and data collection tools; preliminary findings presentation and final evaluation presentations and workshops; draft and final reports; and learning and dissemination materials and events •    Ensure quality work in all deliverables and implement quality assurance processes in coordination with OSD and Social Impact  •    Work closely with Social Impact and communicate in a timely and effective manner with all evaluation team members Qualifications: •    Advanced university degree in the field of Evaluation, Education, Engineering, Microelectronics, or related field •    Excellent oral communication and report writing skills in English •    At least seven years of professional experience in policy and program evaluation in the context of workforce development with U.S. Federal agencies and clients. •    Extensive knowledge of and more than eight years of experience in applying qualitative and quantitative evaluation methods •    Experience using and merging datasets related to workforce development, educational and professional development outcomes Desired Qualifications: •    Experience leading or supporting evaluations for the Department of War (previously Defense) or Department of Labor •    Experience evaluating programs that specialize in the microelectronics sector •    Familiarity with microelectronics and its relevance to national defense •    Experience working with K-12 education systems, higher education, and industry partnerships is a plus This will be a part-time consultancy based remotely for the duration of the contract, contingent upon contract award.  Please submit your CV in English for best consideration of your candidacy.
