Assistant Budget Analyst, Fiscal Analyst 1 (Salem) Limited Duration Opportunity for ODOC, BOPPPS, and OCE employees only

About the position The Oregon Department of Corrections (ODOC) is actively recruiting for a Budget Analyst, Fiscal Analyst 1. This position is approved for a hybrid work schedule, offering flexibility with remote work, while requiring the ability to report to ODOC Headquarters in Salem, Oregon as needed. This is a limited duration position that is intended to become permanent. The agency is actively seeking to secure legislative funding, and once that funding is approved, the successful incumbent will be automatically transitioned to permanent status without the need to reapply. At this time, funding is approved through 6/30/2027. The position will end after that date if permanent funding is not secured. You MUST be a current employee (contract workers excluded) of DOC, OCE, or BOPPPS to apply. This position is represented by American Federations of State, County, and Municipal Employees (AFSCME). Responsibilities • Assist in the formulation and development of the Agency's biennial budget. • Input and maintain budgeted dollars in the accounting records and statewide budget systems following legislative approval. • Assist managers in the development, evaluation, and analysis of programs and activities. • Prepare allotment plans and monitor budget execution for compliance and/or required funding deviations. • Prepare fiscal analysis of proposed legislation affecting the agency. Requirements • A Bachelor's Degree in Business, Public or Non-Profit Management, Finance, Accounting or a related degree (such as Public Policy, Political Science, Public Administration, Economics or other analytical or technical degree). • Three (3) years of experience in management, policy or program analysis, or technical-level budgetary support activities. Nice-to-haves • Experience using data query tools to pull financial data from data warehouses such as Oracle Business Intelligence Enterprise Edition (OBIEE), Excel, and Power BI. • Ability to use critical thinking skills and analytical skills to inform independent judgement, initiative, and decision making. • Ability to apply analytical skills to review and forecast expenditures, including experience identifying necessary data and creation of necessary tools. • Strong listening, verbal, and written communication skills, and the ability to ask appropriate questions to gather information and convey information across all levels of the organization. • Outstanding customer service/interpersonal communication skills. • Ability to work independently under general guidance and direction to manage multiple projects and priorities at the same time. • Analyzing funding, planning, developing, and preparing budget reports. • Interpreting and applying rules, policy, statutes, and regulations.
